Abstract:
The objectives of this research were 1) to study present situations, problems and collaboration requirements for the establishment of art education consortium; 2) to analyze present collaborations on the establishment of consortium with respect to curricula and instruction, research, academic service, and, artistic and cultural preservation; 3) to propose a model and mechanisms for art education consortium in higher education institutions for the purpose of industrial design promotion. Data was collected through interviews with nine and 314 questionnaires distributed to 69 executives and art lecturers, 94 art education students and selected sample of 94 garment entrepreneurs, industrial designers, experienced industry individuals, and, 57 graduated art education students. The group connoisseurship verify the model and the specialize executive finalize the practical art education model. The research finds that the present collaborations among higher education institutions are occasionally initiated by executives in the forms of academic seminars and trainings for industrial design personnel. The key problems identified are the lack of a collaboration liaison agency or institute and the lack of funds. There is the need for the public sector to offer this liaison agency intensive and permanent support. Further, the research finds that the present collaboration between higher education institutions and the industrial sectors are mostly initiated through personal relationships with the purpose of curriculum development. Of all four aspects of collaboration, it appears that the collaborations mostly concern the development of curriculum and instruction while those concerning academic service and artistic and cultural preservation are not as strong in number. The model and mechanism proposed is the professional art education consortium (PAEC) which is a trilateral collaboration among domestic and foreign higher education institutions, the public sector and the industrial sector, led by a panel of executives. This consortium will operate by (1) brainstorming and raising funds for the engagement in academic initiatives; (2) publicizing and promoting artistic knowledge and its professional applications; (3) developing arts lecturers, academicians and students who appreciate and understand the roles of arts teachers and lecturers; (4) serving as a liaison office for professional development. In order to ensure operational feasibility, the model should be divided into three phases. Once the agency becomes well established in the first phase, collaboration will be sought from other agencies in the second phase and eventually from other countries in the third phase.
